If you've arrived here it's possibly because you are customising a Microsoft Teams picture and getting the errors:
"We're still setting up your team, you can change your picture when we're done" (if you are using the Teams desktop client) or ..
"We're still setting up your team – you can change your picture when we've finished" (if you are using the web client)
There are numerous reports of people waiting diligently for 24 hours or even days for the error to disappear, and if it doesn't then it is likely due to an issue with the Teams client-side HTML/JavaScript Interface.
Luckily there is a relatively easy solution to the issue. As the desktop client and web versions share the same user interface logic this solution will allow you to update the Team picture with changes reflected in both. **Note you need to be authenticated as an owner of the Team to do this.
- In your web browser, go to the URL https://teams.microsoft.com and sign in as owner.
- Open the developer console of your browser. (I am using Chrome so it's F12)
- Inspect the elements that controls the picture upload and the save button and find the "disable attributes for both (see image example below).
- Remove them both and you will be able to both upload and save your changes
Goodness, this is still a problem, and this fix still works. What a funny problem and solution.
